It was a long time ago, and rules may have changed. But their comment is true, cars do go all over the place and from the renters perspective the plate doesn't matter. But when I was there it mattered for revenue accounting for us. We purposefully tried to move those cars away from our region since we were only given 50% of the revenue (the other 50% went to the region who owned the car). But again, things may be different nowadays.
