There are restriction; it is simple to adhere to the restrictions with the use of checked luggage. Your description of what you want to take is that you want to travel with more than 7Kg , so check it in
The policies I continue to refer to are 7kg handluggae + 7kg laptop bag or briefcase. No additional risk of a heavy item falling on your head with that policy.
Besides, many other airlines allow heavier baggage so it's clearly not that big of a risk.
In 300+ flights I'm yet to see a bag "fall" out of the overhead bins.
