probably also dictated by the fact that they fly their planes full and most of the traffic, especially in Gulf and S/SE asia is of returning workers who tend to carry a lot of returning gifts from duty free so there is that much less space for carry ons. Its not unusual in flights to BOM to find that all O/H space in Y is exhausted and crew coming back to J and F with Y bags and showing them the location where they placed their bags.
