While I've successfully skipped an SA portion of an Aeroplan award, and ET did not notice. I've also been burned when attempting same on a TG/NH combination - luckily that was a UA award, so I had free changes, and it wasnt the end of the world.
This only works on award tickets, and only sometimes, but if its not automated - you
may get away with it.
Revenue ticket - you are screwed 99% of the time.
btw, did u know that Vanuatu is one of the few places on earth that does not allow collect calling from! I remember however buying a phone card from the main post office in Vila, and using a phone booth (old school style), it wasnt that expensive.
