A few years ago I had to go the emergency room at a hospital (near Gare du Nord), they asked for my address (which I gave them)--but if I gave them a "bogus" address they wouldn't have known. Several weeks later I got a bill--for the equivalent of $100, which I paid (my Blue Cross insurance re-imbursed me in the amt of $60^.) Several weeks later I got a "receipt" for my payment.
With (typical) French Bureaucracy it could be months before it gets into the "system" (if the bill went unpaid). I doubt you would be barred from entering Shengen Zone in any case.
