How does this work with international flights, with a "bag must travel with pax" mentality?

I have never done voluntary international standby, only involuntary changes, where it seems like a bit of a crapshoot. Mostly works, sometimes "er we couldn't find your bag in the pile, maybe you'll get it tomorrow" sort of responses. Is it any better if it's a pre-planned standby?
