Why don't they just open the remote lots for now? I know that they have to spend $30K/month for shuttle buses, but if you discount the parking to even $5/day for the remote areas, at 500 cars/day, you can easily recoup the cost, as it would come out to $75,000/month in parking revenue. The key is not really to make money in the short term off remote parking, it is to avoid people getting discouraged because they cannot find parking. If that happens, they may not come back to TTN.
