Maybe a lot of others had a connecting flight, which makes it harder for BA to deal with. Or, many others were connecting from another flight which also makes it harder for BA, but in this case harder to talk to them until they are at the gate which is probably too late do much with. If BA did not have any spare seat, CX probably did not have many spare seats either, so it would be the case of garbing them and allocating them as soon as possible in case availability dries up.
Things with airlines often aren't as simple as many passengers think.
