The rule is (12 to) 18 (to 26) months, and 18 months is simply the "fat middle" of our "crowd-sourced" statistics. But for years we've had reports of some people only getting aprpoved at 20 not 18, others only getting approved at 22 not 20, others only getting approved at 24 not 22, and finally a few only getting approved at 26 not 24. We've never yet heard a report of someone get declined for "not first time" at 26 months.
So, yes,
there have been lots of cases of people who haven't been approved at 18 months, even if the
majority get approved by about 18 months.
