Nokia just announced the Asha 230 dual sim touch screen starting around 45 EUR. Quad band GSM and some apps like whatsapp, line, wechat, twitter, and facebook

Downsides are no 3G, no wifi. Not sure if the Line app supports voice, but with 2G, I probably wouldn't try it.

Nokia also announced their X series which is dual sim. However, HSPA is only dual band 900/2100 and starts ~ $120.
