No, you just need a phone that supports 3G for use in Japan (and possibly Korea - I'm not 100% sure). If it's a 2G only phone, like the Blu, then it will still work anywhere there's a 2G GSM network, which is still just about everywhere.
I'd just get an old Nokia 3G non-smartphone on eBay.
