Probably real but I'm sure getting the compensation would be like pulling teeth. There's a similar law in Turkey but when I had a problem on TK, I submitted a claim to the airline and they dismissed it. At that point my only recourse was to sue in Turkey. At least in the EU there are businesses that have sprung up like refund.me that will try to handle it for you cheaply.
