I'd count it towards a mistake rather than deliberate malice. I've sync'd tickets over from one airline to another and upon going on the other airline, found the valid ticket but no PNR.
Typically this happens when the last seat gets sold between the time the ticket sync/reissue starts and by the time it ended... but I've seen it just do it out of the blue when pushing tickets from DL to another airline. Sometimes it just takes the Deltamatic hamster a few minutes to warm up and start spinning that wheel in ATL.

It's fairly common for the ticket not to be pushed from one carrier to the other, but it would be rare for the ticket, but not the reservation to push expecially (and presuming) if this was a single segment domestic leg.
Happens all the time going from OA to DL.... especially when your grabbing one of the last seats that are blocked for gate assignment. Deltamatic won't accept/build the PNR, even though the flight is not oversold, completely in the scope of 120.20.
