But whatever it is, its not right and unless they make things right they are going to have to deal with this in court. I never thought I'd say that, but this GM really doesn't have his head on straight.
Have you considered contacting Marriott HQ & alerting them to this issue, & mentioning your intent to file a lawsuit if the GM of the property doesn't fix the problem? Normally I'd say cc the GM on the letter to Arne, but it's obvious that he's not responsive, so let him hear from Marriott directly (and I'm assuming they will call him if you mention lawsuit).
