It doesn't say chip card but I see the chip in the pictures of the card in the mailer.
If you got an offer in the mail (not email) you can apply using a links from the wiki and get a card with 50K, and then use the mailed offer 8+ days later and get another 50K.
3% Forex fees, and yes it does have a chip. Yes, it's a stupid combination.
