It's been a while since I was in 9D/E but I'm 90% sure they recline as it's just a regular coach seat behind them and I don't think reclining blocks the exit - evacuating folks would walk in front of row 9 to the door, where there is huge legroom.

I would never recommend 10E over 9D/E but I would trade legroom for recline any day.
