(My gf and I have been allowed this every time we've taken 9D and 9E.) This is a superior outcome to 10C, a nearby aisle seat which is also an exit row -- but with no storage in front.
So 9D and/or 9E do recline? Row 10 is shown as an exit row, so I was thinking they wouldn't recline. SeatGuru says they don't recline, but that could be wrong. I have an upcoming CLT-SFO flight where I'm currently in 9D, but 10E is also open. If 9D reclines, then I'd definitely consider that better than a middle seat, but otherwise it'd be a trade-off between an aisle seat with no recline or a middle seat with recline.
