i can't speak to a sky-kit per se, but when i receive an automated "apology" email following gross irrops, i've always received 016 certificates via that system (including as recently as 10/2013)

complaints to front line agents, VDBs, and complaints to 1K voice yield TCVAs, or more typically a "pound sand" response.
That's what I was afraid of :-(
