Exactly. The likelihood is my wife would have something like 1x25kg but if the real rule were 3x23 then she's need to take 2 bags instead and re-pack which then changes the logistics.
Having the per bag limit be 32kg just removes all uncertainties over what is allowed - which is a great benefit.
3 bags is not such a big deal. 2x32 would be almost as good almost all the time.
