Delta is most definetely a partner of the Starpoints program. I have transfered points from my starwood account to my skymiles account.

I am not, however, aware of anyway to do the reverse transfer of miles to starpoints. the only outside program affinity points that appear to be transfereable into starwood are Amex Membership Rewards points. And those on a discounted basis. Not an issue for me since I replaced my Amex card that earned MR points with a Amex card that earns Starpoints last year soon after the program was created. it is a much better deal.
