I would guess that changing your address now would not automatically grant eligibility for the promotion. I had a WA address set for the past month or so (moved in Jan) and the promotion showed up on my "My Delta" page today under "Eligible Promotions". Likely they polled WA addresses as of yesterday or something and those people were granted eligibility.
