I have 10 Wal-Mart's within 25 miles of me so life is good.
My issue with cash back portals is that:

1) The denominations are low which increases work and risk. If there is a $100 VGC at no cost after cash back portal, I will probably pass. I'm just not going to order 300 of those cards a month and try to keep track and liquidate them all. Liquidating large stacks of $100 or $200 VGCs is time-consuming, a pain in the butt and can raise flags all over the place. For a small play, it may be OK but not in volume.

2) The denominations are large, yet are not easily liquidated. Amex GCs can be bought for $3,000 at no fee after portals, yet it is a pain to liquidate. No BB or MOs with these. Via AP, you are looking at 3 months to liquidate one. No thanks. Or, I could go out and buy VGCs with the AGC, yet now I'm paying fees again.

If there is a no-fee (after portals) GC > $200 that is easily liquidated, THEN I think its worth it.
