There is a link to a site that publishes historical exchange rates somewhere in this thread. Since the RMB is generally still appreciating against most major currencies, it is usually beneficial to use these rates when filing your dispute.
I see, I remember the form didn't mention about the exchange rate. Only what was the FCY charged and/or home currency.
