I don't know if the concern is specifically mainland airlines, or just any non-HK based airline trying to use HK's sovereign (don't know if that's the right term) air rights. I think they are worried that it will set a precedent for what is considered a "Hong Kong" carrier when, in their opinion, Jetstar HK is not a HK carrier as defined by the Basic Law (HK's "constitution").
