Maybe I am missing something, but how is this .07cpm?

5% ink pts - 3.5% activation fee = 1.5% spread. This is 1.5 cents per dollar if you take the money, 1.875 cents per dollar if you use it to buy tickets, and 1.5 miles per dollar if you transfer to miles. So where is the .07 cpm coming from?
