The standard modus operandi when pilfering luggage is not to load it on the flight, take it aside, go thru it for stealable stuff at leisure, then load it onto a different flight. The photo shown above has two employees standing beside the bag which was clearly beside the aircraft while loading. Very unlikely scenario for a thief.
