This is IHG's Achille's heel. HI's here in the US are really inconsistent. Red Roof Inn, a budget chain, has more consistency (and in a lot of cases, more stylish rooms) than HI. In Europe and Asia I would agree that CP has 'pleasant interior design', but in the US, it's all over the map.
