First of all, even an ordinary card used with a dining program such as Rewards Network, ThanksAgain, restaurant.com, etc, earns more than the "best" restaurant credit card used somewhere else. But if you get a good restaurant credit card and use it (as much as practical) through those programs, you'll "stack" what you earn through the card with what you earn through the restaurant program.

Having said that, Marriott Rewards Premier Visa and IHG Club Select Visa from Chase both give 2x hotel points at restaurants, and the no-fee Hilton HHonors Amex card gives 5x (though high amounts of Hilton points are so easy to earn by "frequently" churning the Citi Hilton 50k Visa, I'm not sure if it's worth pursuing them over another hotel at restaurants unless Hilton is the only hotel program you're interested in). Those Marriott and IHG cards, btw, have no forex fees, and while they have an annual fee after the first year, they give you a free hotel night certificate each year after the first year (cat 1-5 at Marriott, no category restriction at IHG), which should more than offset the annual fee (and thus I call them "net negative annual fee" cards).
