Did it happen right this very moment? Then call the police on 112.

EDIT: Are sure that he only took the money and not your card? If he has your card, you need to block it ASAP. Otherwise, get hold of the police. The bank might have security footage of the guy, but that would go through the police anyway. According to politie.nl, the non emergency number is 0900-8844.
