This has not been my experience. Incomm confirmed the money was still on the card and froze it based on my call. Even if Incomm hadn't done that, you are still better off being able to confirm that you immediately called to try to stop the theft upon seeing the missing PIN numbers. The suspicion -- that you took the money and now are trying to get a refund despite having taken the money yourself -- makes no sense if you tried to get the funds frozen before they were stolen.
