Not surprising, considering YYC's increasing economic importance and the fact that YYC was ahead of YUL a few years ago anyway.

That said, my flight to YYC was a transborder flight, and I know YYC is a less important entry point for Canada than YUL - so the small number of immigration agents may have been part of the reason I felt it was small.
YYC does feel small, especially from an international/TB point of view where YUL is definitely bigger. YYC is more of a domestic hub.
