Are you talking about buying a Global Explorer with cash? Or are you trying to use avios to construct a rtw reward ticket routing?
If you are trying to book an xonex (oneworld explorer paid ticket - limited by segments and continents) then the oneworld explorer booking tool should work.

The oneworld explorer booking tool is not for, and will not work for, the Global Explorer rtw ticket as it will not show the additional partner airlines that are allowed to be use on the Global Explorer (mileage limited rtw paid ticket).
