In your situation, I'd ask the Incomm people to (a) mail me a check, (b) refund my money to the card I paid with, or (c) provide me with an uncompromised VR PIN that I could use on March 1.

I have other cards that could accept a VR, but they all take time to apply and setup before they are loadable. As far as I know, there aren't any cards out there that you can just grab from the drugstore and load with a VR the same day.
