Here is the actual written response from amex re: $3.1k of safeway purchase that received only 1%:

"Let me explain it to you. Safeway decides the percentages and coded these purchase at 1%. Therefore this is correct. Be assured it is working properly"

...? My calls to CSRs have been just as bad or worse. They don't even know their own products.
