Most ISP's won't release your assigned IP without a fit.
I know with Verizon FIOS it was a PITA as you had to reset the ONT outside your house to get a new one.
With Charter.... Yeah.... Screw that. Had to call like 5 times to finally fix that issue after releasing the IP.

^ MAC Addresses are unique and hard coded into every device, but they can be changed.
