I really do think you will have more chance finding Lord Lucan riding Shergar, than genuinely find a smuggler who would plant contraband on total strangers (and expect to get it back).
Allegedly her bag was supposed to be picked up by dodgy baggage handlers at her domestic connection and the package removed, but they missed it.
Customs in Bali refused to weigh her bag, take any fingerprints or gather any evidence other than say 'well we found it on you, so its yours'. You run that risk in countries like Indonesia though.
