Just tested it. Charge smart charges - For a water bill payment of $35 online using debit card additional fee of $3.99 and $4.99 for credit card use.

When the clients on this forum are sensitive even to $1 additional fee for buying a Gift card between one type of shop to another, is Charge smart really smart enough to think that anybody will follow their website anytime again?

If Evolve can stay in the business- Not sure how they can make money- if everybody chooses two day free bill pay- there is no need to look further.
