As expected, I was only credited 500 miles upon returning the rental. Follow ups with Budget went nowhere, despite promises that they would look into it. Finally opened a case with BBB, submitted the documentation and got the remaining 14.5K miles.

Unfortunately for everyone else, it looks like Budget has changed their site to 500 miles per rental, so this won't work for anyone else.
