No one knows for sure, but it seems clear that how full the upgrade cabin is and how many seats in the cheaper fare buckets are available are major factors.
So the high $ rejected bids most likely reflect full cabins or that only C, D / U fare classes were available, in which case there is no amount that would be successful.
