It is interesting that there are opportunities to make money on the opposite cycles of the same phenomenon. In pre 2008 days, I would cash out zero APR CCs to buy CDs and make interest. This was made possible by the people who carried CC balance. Now we get MS miles and cashback, probably paid for by the same people who now refuse to carry balance.
