Admittedly unlikely but I would be more concerned about my bag arriving with unwanted smuggled goods in it.
And if nothing else, a lock will make sure the bag won't accidentally open.

Yup, with baggage arriving sans lock. At least use the master key and chuck the lock back in the bag .... *sigh*
