The passenger should certainly have to pay UA's cost to fix the bin, but should not have to pay UA's cost in rebooking other pax on OAL. If UA loses my bag, it owes me for the bag and its contents (within limits), but not for the contracts I can't perform while acquiring replacements for the lost equipment from my baggage.
