It is a Holiday Inn / Holiday Inn Express wide program. In most of their hotels there is a little sign in the bathroom advising guests that you can get any toiletries you want for free from the front desk.
To answer the OP, it would be useful if the guest could get free local phone calls for the first 24h so that they can call the airport / airline without incuring massive charges or without having to deal with Skype / VOIP over a often too slow internet connection.
