I'd suggest you stop reading embassy websites and try reading the USCIS website or the actual statutes.

I'll say it again seeing as you didn't appear to notice the actual content the first time: WB-eligible passport holders can't get a B1 and don't need one, and everyone else (ie. non-WB) may or may not depending on the employer's situation. Either way, they may need an EAD before going the B1 route.

What I'm actually (well, not really) surprised about is that what the OP was suggesting doing, once they related the details of the actual passports of everyone, amounts to visa fraud. And none of you commented on that.
