I have seen POUG not being offered on a straight-forward revenue booking when the I bucket was 9 many times, so it is definitely not a guarantee. It needs to be used the other way round, i.e. if I bucket is 0, it will definitely not be on offer (unless I bucket fares appear later, in which case POUG offer *may* appear).
