I have had 100% success phoning the hotel directly when I learn of the delay and explaining the situation. They have never held me to the penalty if there's a valid excuse. Sometimes it's taken speaking with the manager so don't be afraid.
We typically book hotels that can be canceled day of arrival, because our travel patterns are sometimes unpredictable. But we did once have success calling the property on a 'non-refundable' pre-paid (low-price site) hotel stay over a weather delay that caused us to scrap the whole trip. I can't remember the exact wording, but the hotel rep had me call (low-price site) & use a certain term (something like refund without penalty?) then give her name/direct number for follow up. IIRC the low-price site rep put me on hold & called the hotel and it was all worked out. This was during a widespread weather IROP & my intent in calling the hotel was to let them know they could release the room to other displaced travelers, not trying to get a refund. In the end I was impressed w the resolution.
