When I've been in this situation, it was always a hotel at which I was a repeat guest as well as an elite in their program. I never had an issue about being able to cancel at the last minute, although I don't use prepaid rates or book through discount third party websites, etc.

I wouldn't expect that one would be offered the same consideration on a priceline stay or something similar.
