NH domestic has free checked luggage so no matter the options 1 bag 20 kg in economy flies free. If the domestic flight departs from Narita as well I am pretty sure that NH can check it through to the final destination even on two tickets. And you will be fine with international 23kg. You will need to collect it and go through customs before proceeding to the domestic counter for bag drop. If you fly from Haneda, it will not be checked through and you will most likely be measured on the domestic 20kg. Since I have never checked baggage domestic in Japan, I have no experience with how strictly they enforce the weight limit.
