RPs and RUs, according to Delta CRS supervisor at Chisolm two weeks ago, are independent categories under control by Revenue Management.
I have personally observed RPs clearing at reservation, at T > 6 days, inside the DM window and at the gate with and without RU inventory. I have seen RUs clearing with RP wait listed and not clearing just last week.
There is no rhyme or reason. They are independent events. Now that we can't see the buckets, we are even less informed. Dropped my EF due to this.
