Setting the driver's irresponsible behavior aside for a moment, I too almost accidentally crossed into Canada about 10 years ago. While driving on US 2 westbound coming into Rouses Point just after the bridge coming into New York, I made a right turn instead of a left. My friend and I both were

Back to the original story - I get frustrated at people like this guy giving the rest of us a bad name.

If you're carrying, you absolutely need to know the limitations of your license in terms of off limits locations, reciprocity when visiting another state, and safe storage when passing through states where your license isn't honored. NY does not have reciprocity with any other state, and even attempting to bring in an unloaded handgun into Canada without an ATT can result in criminal prosecution. The Bersa wouldn't even be able to be imported anyway since its barrel length (< 105 mm) places it in the prohibited category.
